OPPD's Utility Operations is looking for a Leader to join their team!

Lead personnel in the safe, efficient, reliable and economically responsible operation of OPPD's Peaking/Balancing Stations, to provide reliable unit starting, low forced outage factor and high availability.  Lead the acquisition of competent staff and manage their overall performance, retention and development for the Peaking/Balancing Stations. Engage with peers and/or management to design and implement standards of performance, procedures and policies. Collaborate on the design and lead implementation efforts of continuous improvement topics such as: roles and responsibilities, system functionality, and function specific programs/policies in support of greater efficiencies and the overall goals and objectives of Utility Operations.

Specific accountabilities for this role include:

Effectively apply OPPD's Management Leadership Practices (MLP's) in planning and assigning the work of staff members. Build and maintain a competent team through effective recruiting, selection and ongoing development.

  • Managerial Planning - Determine how to achieve the goals of the unit/team through effective metrics development, individual task assignment, seeking input from your team, and employee development.
  • Managerial Meetings - Conduct managerial meetings with staff on a regular and predictable schedule to provide coaching opportunities/ context setting/ development/ clarity of task / feedback.
  • Coaching/Feedback for Competency of Role - Provide coaching and feedback opportunities to staff to continuously improve their competency in the work of their role.
  • PEA/PPR/IDP - Conduct and complete performance appraisal conversations and documentation requirements per defined schedule, and support development of staff.
  • Ensures that all activities associated with PeopleSoft timekeeping for the Peaking/Balancing Stations are performed correctly and in a timely fashion.

Plan, schedule and monitor the effectiveness of ongoing operations and routine maintenance of the District's Peaking/Balancing plants to ensure the safe efficient generation of electricity as needed within established regulations and approved policies.

  • Serve as primary management presence at designated facilities.
  • Ensure compliance with all applicable environmental laws and regulations.
  • Ensure preparation of work assignments/shift schedules which assure that personnel are effectively utilized.  This includes assigning personnel to other District facilities when required.
  • Prepare and implement operating and emergency procedures to assure safe and dependable operation of the District's Peaking/Balancing units.
  • Coordinates activities associated with Production Engineering and Asset Management, Energy Marketing and Trading, Fuels, proper training of assigned personnel, and unit outages at all Peaking/Balancing Stations.
  • Implement and maintain an effective logging and tagging program to ensure the safe and compliant operation of the facilities.
  • Ensure department shift personnel are available for training and that newly hired personnel complete required training in accordance with established procedures.

Utilize engineering principles to ensure the timely completion of technical assignments.

  • Collaborate with Engineering Services to analyze and design solutions for the efficient, safe, and continuous operation of the peaking/balancing plants
  • This includes field engineering in regards to mechanical and electrical modifications and control logic changes.
     

Qualifications

 

Required:

  • Bachelor's Degree in Engineering or Physical Sciences, equivalent work experience may be applied to satisfy this technical background requirement
  • Demonstrated experience effectively overseeing the coordination and execution of maintenance, operational activities, or projects
  • Must have a strong understanding and commitment to personnel safety, operator fundamentals and human performance tool usage
  • Competency with Microsoft Office suite of products
  • Technical understanding of combustion turbines
  • Must have the ability to lead a team in the resolution of complex technical problems


Desired:

  • Highly desirable to have five (5) or more years of experience in leadership, and managerial skills including planning, organizing, delegating, and employee development
  • Project Management knowledge and experience
  • Masters of Business Administration
  • Proficiency with technology solutions such as: MS Project, AutoCAD and Primavera
  • NERC Certification
